The product you are searching is produced by or for a direct selling company. There was a prievious thread on DT, but it was under the product name.
I don't recall the name, so can't direct you to the thread.
Maybe someone else who remembers the thread, or contacted the company to become one of the resellers can point you in the right direction.
This supplier sells direct, so may not be interested in paying the costs for joining one of the industry clearninghouses.

I think it was the Car Caddie
editting to add more -
If you Google with the words
"business card" holder car protect
You will get several options. The one discussed here was Car Caddie.
I would bet you could get one of the acrylic suppliers to make one, or alter an existing design. The card holders used for displays (e.g. real estate) would only need a lid/shield and strong magnets or suction cups.
UV might be a problem for cards fading, but you could make a design of smoked plastic for the stack of cards, and maybe a clear thin shield up front to display one card.

Don't know if this is the one discussed earlier, but the one I sell is from the CardCaddie.com site.
If you call them they give a pretty good discount for bulk orders. I forgot the guys name that's in charge, but he was pretty good to talk to. I actually purchased some and list them on my site to sell, but they do now have an affiliate type of program.
Oh, the site was http://www.CardCaddie.com
