I'm sure you've already thought of it, but ask your current clients for referrals. I'm sure if they love your work and love working with you, they'll be more than happy to refer you to people they know who may need your service now or in the future. At least, that's how we've done it- (we have a design services division that services mostly clients looking for design and print).

Got a referral the other day (at a client site) for a potential opportunity with a large research university we've been researching (no pun intended) on how to do business with.
